The narration in Tom Clancy's Hunt for Red October is pretty awful. I think if a character is Russian, it is pretty obvious that his speech is going to be in English in a book that is intended for an English-language audience. But to have the character then sound as if he is speaking English with a Russian accent (even to the extent of saying willage instead of village) is dumb if he is speaking to other Russians on his submarine. It is a literary convenience to pretend the character is speaking in his native language and the reader or listener understands it.
