I decided I didn't answer your question. The FEMA site is about various types of catastrophes. Tornados, straight line winds, etc., mostly weather problems apparently might cause people to need emergency preparedness on an individual basis. I didn't notice anything about earthquake preparedness even though we have a major fault in our area.
